A Journey from Lok Sabha to Gram Sabha: Dr M Dhanapal’s Vision at the 2002 National Panchayat Sammelan
In April 2002, a significant milestone marked the leadership journey of Shri M. Dhanapal when he represented his district as the Zilla Panchayat Chairman at the All India Panchayat Adhyakshas Sammelan held in New Delhi on 5–6 April 2002. Organized under the theme "Gram Raj: Lok Sabha to Gram Sabha", the event was led by the Ministry of Rural Development, Government of India.
This national summit brought together Panchayat Presidents and Chairpersons from across the country to deliberate on grassroots governance, rural development, and decentralization of power. It was a platform where voices from every corner of India came together to shape the future of rural Bharat.
As a young and proactive leader, Dhanapal actively participated in this historic gathering, contributing his perspectives on the pressing issues of rural Tamil Nadu. He highlighted the need for:
- Improved rural infrastructure
- Effective water management
- Enhanced education and healthcare access
- Empowerment of village-level institutions

During the discussions, he strongly advocated for strengthening the Gram Sabha as a pillar of democracy and emphasized the importance of bringing government schemes closer to the people through transparent and accountable panchayat systems.
The insights shared by Dhanapal at this national platform reflected his deep-rooted commitment to his district’s development and his vision for inclusive governance. His participation not only brought attention to the challenges faced by his region but also positioned him as a forward-thinking rural leader on a national scale.
A memorable group photograph taken at the event stands as a testament to his early dedication toward building a robust and self-reliant rural India. Today, as we look back, this moment remains a proud reminder of his journey and his unwavering commitment to “Grama Raj” – self-governance at the village level.
“Rural progress begins when the village voice is heard loud and clear in the nation’s capital.” – Shri M. Dhanapal
